Breckenridge Short-Term Rental Regulations


The Town of Breckenridge has established four distinct zones that determine eligibility for short-term rental (STR) licenses. These zones are designed to balance the needs of residents, visitors, and the local housing market.

Resort Zone
  • Properties in the Resort Zone were originally developed with short-term rentals in mind.

  • Common features include front desk services, on-site security, and in-room phone systems.

  • 100% of properties in this zone are eligible for a short-term rental license.

Zone 1
  • Located west of Main Street and closer to the ski resort.

  • 92% of properties in this area are eligible for a short-term rental license.

Zone 2
  • Just one to two blocks east of Main Street.

  • 51% of properties are eligible for a short-term rental license.

Zone 3
  • Covers more of the outskirts and residential neighborhoods.

  • Only 10% of properties in this zone can obtain a short-term rental license.

Frisco Short-Term Rental Regulations

The Town of Frisco has implemented a 25% cap on the total number of short-term rental (STR) licenses available within town limits.

  • This means that only 25% of residential properties in Frisco are allowed to hold an STR license.

  • With approximately 3,600 residential properties in town, the current cap allows for a maximum of 900 short-term rental licenses.

Silverthorne Short-Term Rental Regulations

The Town of Silverthorne has divided the community into three distinct areas, each with its own cap on short-term rental (STR) licenses:

Area 2 – Core Town Area & Summit Sky Ranch
  • Includes the central part of town and the Summit Sky Ranch neighborhood.

  • Up to 50% of residential properties in this area are allowed to hold a short-term rental license.

Area 1 – Surrounding Residential Areas
  • Covers neighborhoods on the outskirts of the core town area.

  • Only 10% of properties in this zone are eligible for an STR license.

Area 3 – Deed-Restricted & Local Workforce Housing
  • Includes deed-restricted neighborhoods and housing intended for local residents.

  • Short-term rentals are not permitted in this area.

Dillon Short-Term Rental Regulations

The Town of Dillon currently does not have a cap on the number of short-term rental (STR) licenses available. This means that any eligible property within town limits may apply for a license, provided it meets the town’s requirements.

While there is no license limit, Dillon enforces regulations to ensure safety and neighborhood compatibility, including:

  • Occupancy Limits: A maximum of 2 occupants per bedroom, plus an additional 2 occupants per unit.

  • Other requirements may include life safety inspections, parking rules, and noise ordinances.

Summit County Short-Term Rental Regulations

(For properties outside of town limits)

If a property is located outside the boundaries of incorporated towns (like Breckenridge, Frisco, Dillon, or Silverthorne), it falls under Summit County’s short-term rental (STR) regulations.

Summit County offers two types of STR licenses, each with its own rules:

Type I License – Primary Residents
  • Designed for full-time local residents.

  • The owner must work at least 30 hours per week within Summit County.

  • Allows short-term rental of a bedroom in the home or an accessory dwelling unit (ADU).

  • No cap on the number of Type I licenses available.

Type II License – Non-Resident or Investment Properties
  • Functions more like a traditional short-term rental license.

  • Allows for up to 35 bookings per calendar year.

  • Subject to caps based on the property's location in one of the following zones:

Capped Zones for Type II Licenses:
  • Upper Blue Basin – Includes the area south of Frisco and around Breckenridge

  • Ten Mile Basin – Covers Frisco and Copper Mountain

  • Lower Blue Basin – Includes Silverthorne and northward

  • Snake River Basin – Covers the Dillon to Keystone corridor

Each of these zones has its own cap and waitlist for new licenses.

Resort Areas with No License Cap:
  • Keystone Resort Area

  • Copper Resort Area
    These two areas were specifically developed for tourism and do not have limits on the number of STR licenses.
